This page provides details of the Pre-Application Community Consultation (PACC) for Phase 4 at Cronstown, Newtownards. We are sharing our proposals for a new residential development and inviting your views.

THE PROPOSAL

We are inviting views on a proposal for a new residential development comprising approximately 90 private homes. The site will be accessed from the northern section of the future Eastern Distributor Road, which will serve both the application lands and the wider NS20 zoned lands.

Location
Lands immediately south of Nos. 181–183 Donaghadee Road and east to southeast of No. 171 Donaghadee Road.

THE SITE

The site lies on the northern side of the NS20 zoning, directly adjacent to Donaghadee Road, Newtownards. Covering 4.2 hectares, it will take access from the northern section of the Eastern Distributor Road, serving both our lands and the wider NS20 development.

The proposal is for a residential development of 90 dwellings on land zoned NS20 within the Ards and Down Area Plan 2015. The scheme will be delivered in line with the approved masterplan and will include all necessary site works, services, and supporting infrastructure.

The development will contribute to the creation of a well-planned neighbourhood as part of the wider NS20 zoning.

ZONING INFORMATION

The Ards and Down Area Plan 2015 zones NS20 for a mix of new housing, community facilities, and public open space. Development must follow a comprehensive masterplan and is linked to delivery of a new road connecting Ballyreagh Road with Donaghadee Road. This road — the future Eastern Distributor Road — will improve local connections and integrate the new neighbourhood with the wider town.

Development of NS20 is subject to a comprehensive masterplan prepared by Formative Architects, to promote coordinated development and maximise the potential of the development lands for all landowners. The proposed development within our application site conforms fully with this masterplan.

Overall, the masterplan involves a range of development types, including infrastructure and community facilities, which are provided for within the key site requirements for NS20.

KEY SITE REQUIREMENTS

Key design considerations for the site include:

    • Housing development at a density of 20–25 dwellings per hectare.
    • Construction of a new road between Movilla Road and Donaghadee Road. Part of this has already been delivered through Rivenwood. While our proposal does not host any part of the road, we will contribute to its construction. The development will be phased to coincide with this road delivery.
    • Contribution to a comprehensive sewage solution, including the construction of an additional sewer (outside the application site boundary).
    • Retention and enhancement of existing mature hedgerows and trees along the northern and eastern perimeters, with an 8–10 metre belt of native tree planting.
    • Provision of pedestrian and cycleway links throughout the wider masterplan, connecting the development to Movilla Road and neighbouring residential areas.
    • Accommodation of existing and overhead power lines within the layout.
    • Design of the layout to ensure maximum permeability for bus services.

The wider NS20 zoning also includes land for community use, comprising approximately 2 hectares for a primary school and 1.5 hectares for a neighbourhood centre. These elements fall outside the current application site but will be provided for within the overall zoning.
